AI Chatbots Provide ‘Misleading and Partial’ Voting Advice, Claims Netherlands Regulator

AI assistants have been shown to be “inaccurate and evidently prejudiced” when providing election recommendations, the Dutch data protection authority (AP) has stated, raising alarms about a potential threat to democracy just eight days before the country’s general election.

Testing Reveals Consistent Bias in Chatbot Recommendations

The four chatbots tested by the authority “often end up with the same two parties”, irrespective of the user’s question or command, the regulator explained in a analysis published ahead of the late October vote.

In more than half of the cases, the chatbot suggested either the far-right Freedom party (PVV) of the politician Geert Wilders or the progressive GroenLinks-PvdA headed by the former European Commission vice-president Frans Timmermans.

Some parties, such as the centre-right CDA, “are almost never mentioned”, despite the fact that the user’s input exactly matches the positions of these parties, the study pointed out.

Official Warns Against Using AI Chatbots for Election Advice

The deputy head of the AP, Monique Verdier, commented that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a party that did not necessarily align with their ideological beliefs, she emphasized.

“This directly impacts a cornerstone of democracy: the honesty of open and just votes,” said Verdier. “We therefore warn against using AI chatbots for voting advice, as their functioning is opaque and hard to confirm.”

Voting Background and Party Dynamics

Netherlands citizens vote on October 29 in an election that will be closely watched across the continent for the performance of the Freedom party.

The far-right party of Wilders is leading the polls but the lead over the left-wing and centre-right parties appears to be narrowing, with many voters yet to make up their minds.

All major parties have rejected a coalition with the Freedom party, meaning the runner-up party is most likely to provide the next prime minister.

Unintentional Bias Attributed to Chatbot Functioning

The AP emphasised that the bots were not deliberately biased, and that their “noted flaws” are a consequence of the way AI chatbots operate.
