Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been contained. A senior US official spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its retaliation: a renewed assault of aerial bombardment on Kyiv.
The Rhythm of Diplomacy and Destruction
The sequence of conflicting incidents captured the harsh reality of the outgoing year. By day, negotiation efforts are waged: positive announcements are issued from various governments. Considerable effort is expended on restraining certain initiatives. By night, Moscow brutally reminds the world that, for them, military action persists as the key method for achieving "peace".
Nocturnal Warfare
As the offensive unfolded into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was exposed. Ukraine is capable of detecting projectile deployments from Russian territory, a capacity enabled by up-to-date information. From witness perspectives, military aircraft that had been scrambled to intercept incoming aerial threats streaked across the sky – sophisticated military planes provided to Ukraine by Western partners.
Shortly after, Kyiv's missile defense engaged: multiple launches deployed against a hostile projectile. This was a advanced protection mechanism at work, most likely delivered by partner states. Every launch jolts you unexpectedly, shaking the windows. The brief panic quickly transforms into sober acceptance: perhaps the approaching threat won't cause damage this time, preventing destruction from catastrophe and further power outages.
Continuous Dangers
Following this, a large-caliber weapon engaged a unmanned aircraft in the vicinity, part of a defensive team – probably Western-made equipment. Unfortunately, the bullets missed the enemy aircraft – it maintained course toward its objective.
Periodically, this carried on until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, damage and utility failures in numerous residences as a result of the nocturnal offensive. As customarily, everyone still continued their routines – living the war. But those entire period encapsulated Ukraine's critical military reliance on external assistance – a dependence that regional partners are evidently unprepared to substitute in the near term.
Unsuccessful Negotiations
The comprehensive proposal from Washington generated strong feelings, debate and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.
Every new approach from Washington follows the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually secure success. This trend will, certainly, continue.
Political Considerations
It is convenient to criticize particular leaders of persistently promoting Russian terms. But that does not seem to be the entire situation. American leadership works based on a premise well known to international relations experts: you cannot secure via talks what you have failed to defend militarily. The US administration assumes that it is unrealistic to pressure the Kremlin to surrender the land that it currently occupies in Ukraine's south or east.
The challenge is that while acknowledging this situation, American administration does minimal to prevent Kremlin actions, through diplomacy or military means, from believing that the status quo will not evolve additionally in its advantage in the months ahead.
Divergent Views
Therefore, Russian leadership is confident that time is on his side – that Ukraine and its allies are coming close to fatigue. Their incentive to accept conditions that does not give them the maximum possible gain is close to zero. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's government remains highly assured in the conclusion.
On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding civilians and areas but averting a complete military breakdown until circumstances change in its advantage.
Current Realities
Factually, there are no genuine requirements for a armistice. Now, individual motivations are becoming relevant: political desires to negotiate peace and obtain worldwide acknowledgment, and the government's dual difficulties – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unworkable, so that their priority does not move to domestic problems. And although their objective will now be much harder after recent developments, it remains quite doubtful that this will modify their basic position.
These opposing factors are driving the talks.
Conclusion and Outlook
It took a mere seven days to terminate the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, recent disclosures, all did their job.
While new plans based on old ideas are imminent, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and show certain reluctance to change the course of events, if they stand together and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, mainly require continued Western support.
